You can deduct the full cost of repairs that are necessary to keep your property in good working condition, like fixing locks and painting rooms.
However, repairs that improve the quality of your property are considered to be capital improvements, and do not get deducted because they add value to your property, and the expense must be recovered through depreciation.
For example, fixing a broken pane on a window is considered a repair. Replacing the entire window is considered an improvement.
